My country is on the 72h visa free list but Philippines is not. Can she also get through the passport control and leave the airport ?

Xman, if you will fly to a third country or region rather than the last one you come from, your wife can enjoy the 24 hour direct transit in Beijing. In this case, she can just apply for a free temporary stay permit and then leave the airport.
