First I went on Monday 29 and they said I could not because my passport had less than 6 months validity. I obtained a new passport and I went again today. I was told that the rule change and for foreigners who are in another country as tourists is 20 days, but two days ago it took only 4. I do not understand, and I have my airfare purchased for the 10th of September.

Usually, after you submit the application, 4 working days are needed to process it. But sometimes, time may be different on a case-by-case basis. No one can assure that unless you apply for it.
