Visa on arrival in Guangzhou

Hello,
I'm Italian citizen who stay in Indonesia for the pass 1 and half year and having difficulty to get china entry permit in Indonesia even though already had 2 times chinese entry permit . I completed all the requirement to proceed the entry permit but they still don't give me the entry permit for few reason :
1. i could not showing declaration letter from Italy immigration that the passport i have now is the first passport issued by Italian immigration
2. My Indonesian working permit must be valid 6 month before the expiration date ( will be expired on Oct 5th 2016 )

I have invitation letter from organizer tour of poyang lake to participating cycling race from 12 sep - 22 sep 2016 ( itinerary and hotel list included ) and i bought return ticket . Is that possible to get VOA in Guangzhou ( first entry city and will have another flight to Nanchang ) ?
