flying to beijing whilst i'm a working holiday visa in australia?

They will not process my application because I'm on a working holiday visa in Australia and they say I have to wait 7-10days before I can apply again? Why is this? & what do I do?

It may be because you apply for it in a third country and you don’t have residence permit in that country. You can find an agency to apply for you if you are worried about being denied again.
