How do I get to Liuhua Hotel from Guangzhou Baiyun Airport?

Is it better to take the bus or train?
Please describe both methods and if you know the last train time from the airport.

It's suggested to take airport shuttle bus line. Hereunder is the detailed information:
1. Take subway line 3 from Baiyun Airport to Jiahewanggang Station. The last schedule is at 23:00. Then transfer to line 2 to Main Railway Station, Exit D4. It takes about 35 mins with the fare of CNY 7 per person. After arriving, walk southeast around 330 yards to find the hotel.
2. From the airport, you can also take shuttle bus line 5 and get off at Dongfang Hotel. After that, walk northwest around 0.6 miles to the destination. The service hours of this bus line are from 06:45 to 01:00 next day at intervals of around 15 mins.

Do you know if the buses operate 24 hours? My flight will arrive at 23:30.

No, the shuttle bus line 5 will operate from 06:45 to 01:00 next day. You are suggested to collect the luggage as soon as possible and see whether if you can catch that bus. If not, you need to take a taxi from the airport to the hotel directly.
