i need to buy return for my sister or one way holding s2 type

I am in china my sister is coming so i am confuse to buy return ticket for her or one way as she is holding s2 type she is below 18 i ll apply for her extention of S2 type here. does i need return ticket. and immigration require return ticket or for to apply for visa.
