It is advised you check the energy of your power bank first. According to the rules, one can take no more than 2 power banks, whose capacity is between 100Wh and 160Wh. For those over 160Wh, it is not allowed to take onto the plane.

As stated on website. No limit to 100wh and below. So does this mean if lesser the 100wh, could more then 5 be carry on and during flight. Limit had been set at 160wh so very clear cut answer. This grey zone of below 100wh no limit needed more advise.
16000 and 20000 power bank fall under 100wh.

As I know, you are allowed to take two power banks of less than 100Wh power at most to the plane. For those between 100Wh and 160Wh, one is also allowed to take two at most but with the approval of the airline.
