Is it possible to apply for S2 Visa for my son in Shanghai?

Hi, my son is 18 years old. Studying in US. He will come to visit us from time to time. He is arriving next week on a 72 hours free transit. Is it possible to apply here in Shanghai, for a S2 type for him? Thank you
