Can I apply the Z visa in Shanghai?

I am a US citizen and I am about to move to China as an foreign language teacher next month (1st Sep). I have the documents which are intended for applying in US Embassy/Consulate but I didn't realise that. I applied the z type in Hong Kong's Chinese embassy but they didn't accept it. I need to go to Shanghai for training on 24th Aug but I still don't have a work Z type. I will go to Shanghai with my tourist L type for training. I'm wondering if I could obtain my Z type in Shanghai? Thanks!

John, it’s possible for you to change the tourist L type to Z type in shanghai, but I cannot assure it can be done in the end. You can go there and have a try. If it cannot be done, you should go back to US too apply for it.
