hongqiao to pudong without visa

Question

I m traveling to Tokyo to Delhi via Shanghai.My travel break is like:Tokyo to Hongqiao (Shanghai) --- 4 hours transit -----Pudong(Shanghai) to DelhiI don't have Chinese entry permit,1. Is it OK to travel Hongqiao to Pudong without entry permit?2. Is 4 hours OK to transit between Hongqiao to Pudong ?

1. It is ok because you can enjoy the 24 hour direct transit. You just need to apply for a temporary stay permit at Hongqiao airport and then you can leave there for Pudong airport. 2. You are advised to arrive at the airport 2 hours earlier before the flight takes off, so 4 hours may be a little bit risky. You should move quickly after arriving in Shanghai.
