About:Transfer in T3 of Beijing Capital Airport

I am arriving from Canada by Hainan at PEK and then transfer to MIAT flight to Ulan-Bator

I was told that I have to pick my luggage at PEK and go through all inspection and security check to transfer to MIAT. Is it so or I have to pick my luggage in Ulan-Bataor. Please clarify for me please. This is my first travel to Mongolia.

Yes. If your airline told you that you need to collect your luggage, you should do it. By the way, in the airport, you need to finish following transit procedures. Flight Arrival - Transfer Procedures - Border Inspection - Security Check - Custom Inspection- Waiting & Boarding.
