When is Shanghai-Kunming HSR operational

This line is announced for 2016. Is it possible to say what part of the line it will be possible to book for travel Shanghai-Guiyang-Kunming mid-October this year?

It is reported that the whole line from shanghai to kunming will be joined up till the end of 2016.
