Can you transfer a ten year visa on new passport?

I have a ten year Chinese entry permit on a passport that has expired. I have a new passport.
Do I need to buy a new entry permit also?

You cannot transfer it. But if the information on your new passport doesn’t change, maybe you can take two passports to travel. In this case, you don’t need to buy a new entry permit.
