Yes, generally she can apply for it from a Chinese consulate. If not, she can mail the application to HK Immigration Department on her own.

I should have gave you more information. My wife and I are going to China for 2 1/2 weeks in the second half of September into the beginning of October. Since we are going out there and probably my only trip to China, might as well go to Hong Kong. She has a Iranian passport and I have a USA passport. We were both at the Chinese consulate in NYC to apply for tourist L types to visit PRC. Since she still has her Iranian passport (usa green card) she also needs a entry permit to HK, same situation when we went to Italy last year. Now the lady handling our paper work for the entry permits to PRC wasn't very helpful. She just kept repeating we have to contact HK Immigration to all our questions. We should be receiving out Chinese entry permits tomorrow or Monday morning. Don't know if we have enough time to mail her passport to HK.

Maybe she can get it in time because if she posts the application to HK immigration department, usually, 4 to 6 weeks are needed. If she applies for it now, it can be done in time.
