About:China Transit Visa

24Hr Permit for Penang Malaysia via Kong Kong-Shanghai SHA-San Francisco via Hong Kong

Hello,
I have a short stop over in Shanghai to meet a dear friend for lunch with the following itinerary:
From Penang, Malaysia via Kong Kong to Shanghai SHA, then to San Francisco via Hong Kong.

Can I use the 24HR no VISA permit?

You cannot use the 24 hour direct transit because you will go back to HK after staying in Shanghai.
