You can buy it at China Telecom, Bus Centers, and Customer Service Centers, like Exit A, Tianfu Square Metro Station, and Exit C, North Railway Station Metro Station, etc. You need to pay CNY 20 as the refundable deposit and add some value to it. It is valid for a long time. :)
