About:Beijing Transportation

If I'm arriving to PEK from Seoul at around 14:00, and living from PEK to TLV at around 22:00

(with an Israeli passport, not one of the 51 country qualifying for the 74 hour visa), do I need to have a visa in advance?
If not, even if it's from different terminals?
Would I be able to move my luggage between flights without passing border control?

No, you don't need a visa for the transfer. Also it is no need to retrieve your luggage for international to international transfer. All transit procedures can be finished within the restricted area.
