About:Entry Regulations of China

Is the 2,000 rmb limit only for gifts staying in China?

I'm travelling there first and then to Hong Kong. When entering in that country I will be carrying the gifts for my relatives in Hong Kong. Do I have to declare the gifts too (hk relatives)?

According to the rules, The total value of the items one intends to leave in the country should not exceed CNY2,000. Or, one needs to declare them and pay the tax. In your case, you should be required to make a declaration.
