Cruise Availability at the End of December

Is the cruise available at the end of December due to cold weather from Guilin to Yangshou? And anything happening during the night before new year at Yangshuo? Food and shops opening?

Generally speaking, the cruise to Yangshuo is available at the end of December, but it might be cancelled if the water level is too low. The food and shops are opening during the night before New Year at Yangshuo. The street might be bustling and busy during that time.
