Is that true?

I was interested in the rice terraces at end of October, but read they might all be harvested and it won't be worth the drive.

It is true that the rice terraces will get harvested at end of October and you would miss the best seasons to visit there. While the terraces themselves are magnificant and are worth of visiting. It depends on your interest and cost invovled.
