Does S1 type include those over 60 years of age and have purchase property in China ?

I am over 60 years and my wife had purchased a new apartment in Zhongshan PRC. I had twice been issued with a 2 year multiple entry visa by the authority in Zhongshan. Now the entry permit been expired, I would like to know if I can apply the S1 type in Sydney, Australia ?
