About:China Visa Entries / Validity / Duration of Stay

My sister have friend got 2 years L visa he is in China now how do I get same

Max, is the person a UK citizen, a Canadian citizen or a US citizen? As far as I know, people from these countries can now apply for the two-year L type, but it seems not very likely for other people.
