About:72-Hour Visa-Free Transit

Travel via Shanghai - denied boarding

I have both Norwegian and Ukraine citizenship. I have booked a ticket from Vladivostok to Oslo. The route was Vladivostok - Shanghai - Moscow - Oslo. The travel company booked me in on one flight from Vladivostok to Shanghai (with S7 airline company). After 4 hours stop then one continues flight with Aeroflot from Shanghai to Oslo (changes flight in Moscow). I was denied boarding in Vladivostok since I had not a valid Visa. Was that correct?

Yes, it was correct because you are not eligible for the free transit. For Chinese immigration officers, you came from Russia and go back to Russia, so you don't qualify.
