About:Tax Refund

What if we want to put the goods in our checked luggage?

Is there an inspection counter or customs office BEFORE we check in our luggage? I'm landing at Shanghai Pudong Airport. Thanks.

When you leave your country, you should check your luggage at the counter first. If there are items that need to be declared, you should fill a declaration form and show it at the check point of the customs. All of your luggage, including checked one, will be scanned.
Once landed, your entire luggage will need to be checked again at Shanghai customs after you claim your entire belongings.

Not sure if there is any misunderstanding. I'm actually intending to buy tax-free goods in Shanghai and taking them back to my home country. What is the procedure at PVG?

You should not open the original packages of the products and keep the shopping receipt. Go to the tax-refund counter first to deal with the retreating procedure and then check your luggage.
