If you are not Chinese citizen, I'm afraid you can't have it notarized at the PRC embassy.

Even if it is issued from a Hong Kong university? I do still have my HKID but it is out of date now, does that make a difference?

Dear, may I know where you will use the HK documents? If you will use HK documents in Ireland or South Korea, as per Convention Abolishing the Requirement of Legalization for Foreign Public Documents, the document doesn’t need to be notarized because HK, South Korea and Ireland are all contracting parties of this treaty.

I need to use it in South Korea as part of my visa application. On the immigration website it said my document must be apostilled but when I contacted the place about getting it apostilled it said it must be notarised first? Thank you so much for your response
