Baby milk powder for relatives' infant

Advice above about milk powder is unclear in general and for baby milk powder in particular (advice says the tax is 5% on baby milk powder but doesn't say if there is an allowable minimum). We want to take milk powder for relatives' infant as a gift. Please could you advise on how much one passenger can carry? Does it need to be declared? Thank you.

As I know, if each weighs over 800g, you can take 6 of them at most without declaration.
