About:72-Hour Visa-Free Transit

Hong cruise with 8 hour stop in Xiamen, China - is visa required?

We are on a Royal Caribbean July 10th cruise out of Hong Kong with an Eight hour stop in Xiamen, China. I have asked four agencies and two are saying we need entry permits and two said not needed. I've also called RCCL cruise twice and first one said entry permits needed and second one said not needed.
Can someone please confirm for us as we are leaving to Hong Long soon. Thank you.

Gloria, if you will go to a third country or region rather than the last one you come from after 8-hour stay in Xiamen, you don’t need any entry permit because you can enjoy the 24 hour direct transit.
