Z Visa Application

Hi, I am south African living and working in Dubai, UAE. I have received a job as an English teacher in xian and was wondering if I need to go back to south Africa in order to apply for the z visa? Or can I do it in the UAE or use an agent in South Africa? Would a police clearance be required from country of citizenship or current country of residence?
