About:Apply for China Visa in a Third Country

Can I apply for tourist L permit if I am a US citizen but currently traveling in Croatia?

I will be traveling from Croatia straight to Beijing for 3 days -> Zhangjiajie for 3 days -> Hong Kong 3 days -> Japan -> back to US...

How do I get a visa to do this?

Ryan, you can apply for it from there.
The first step is to provide those materials: your passport and its photocopy, the application form, a passport-style photo taken recently, your valid entry permit for Croatia, and proof of your transportation and accommodation arrangement.
The next step is to hand in the application to the embassy of PRC to apply for it.
