Would you explain the cellular phone number digits are composed of in Kunming?

The mobile phone number has 11 digits. The very first three shows the carrier of the communication - China Mobile, Telecom or Unicom? The middle four numbers are identified code for the district/province. The last four are the concrete numbers for customers.
