Hi, it is during the best timing to visit that place, and you can both enjoy the International Ice and Snow Festival and Chinese Lunar New Year. But it will be very cold with the lowest temp falling to minus 30 or lower, so prepare enough quality down jacket, gloves, scaves, mask and snow boots. Food thing should not be the concern, because you will have a wide selection there and the price is accepatable. For the one with torn shoulder, ask him to wear thick and a pair of skidproof boots.

And to enjoy the best of the city for 19 of you, I highly recommend that you join a tour so that the travel agency will arrange every detail for you. If interested, I suggest you use Travel China Guide. Their contact is traveltravelchinaguide.com for your reference.
