About:72-Hour Visa-Free Transit

About the 72 Hour free via on arrival at XIAN

I'm a passport holder and citizen from Luxembourg (Schengen) country and arriving Xian from Hongkong on June 30 and departing again on July 2nd back to Hongkong.
So i should be OK to obtain the 72 hours visa on arrival Xian.

No it's not ok as you can't fly back to the country of origin.
For this route you have to apply for an entry permit.

But after Hongkong i'm returning to my home country Luxembourg.Hongkong is just my transit point to go back to Europe.
