I personally think the answer should be Qin Shi Huang, the first emperor of the whole nation. He unified the whole country and implemented many measures to consolidate his reign, such as standardizing the coins, measurements, and characters. In some degree, these policies promoted the economical and cultural powers of the nation and made the Qin Dynasty the most powerful country in the world.
