Travel while permit is being processed

Hello,
My coworker and I have booked a trip out of China. The timing has worked out so that he will have to submit his passport for a residency permit only one week before our trip. Will he be able to re-enter the country with his temporary photo ID issued from the government office?

Thank you

Rachel, just to play safe, you’d better contact with the exit and entry administration of the local PSB to confirm that. Or he’d better get a certificate from the relevant office and take the certificate to travel.
