Are you surely the hotels all have vpns for their wifi that people use?

Is a vpn basically like something on my phone so when I connect to the free wifi at my hotels my phone can by pass the blocks?

Cara, not all the hotels provide vpn service. You can download a VPN APP on your phone to access some websites or APPs.
