Is Huanglong National Scenic Reserve still open for tourist in December?

I'm afraid not. Generally speaking, this scenic area will be closed from December to April (next year) because of the snow weather and unconvenient road condition. Sometimes, it will even be closed in the mid of November. Thus you are advised to change your travel plan. :)
