As I know, the contest is going to be held on June 9th at Shentankou of Xixi Wetland. I have no idea of the exact timing. But last year, the race started at 11:30 and ended at 14:00. You can take it as a reference.

You just need to pay CNY80 as the admission fee of the park and no extra fee is required for the race. Besides the exciting contest, you can enjoy other local art forms such as ship boxing and Yue Opera. You can also attend the temple fair and the worship ceremony at that time.
Public bus 193, 310, and 356 will take you to the park from the city proper.

Thanks Emily. I have heard it has been cancelled in Hangzhou due to the G20 summit. So have decided to go to Beijing instead. Does anyone have any details of the festival in Beijing in 2016?

You can go to Xiadu Park in the Yanjing District. The competition is held on the morning of June 9th. You'd better get up early to catch bus 919 express at Deshengmen. Get off at Yanqing Dongguan and walk westwards to find the park. The park is free to enter. You can also enjoy colorful folk activities there.
