Transit G type for Kazakhstan citizens

Hello!
Our parents have always been travelling from Kazakhstan to New Zealand through China without any visas: Almaty-Urumqi-Guangzhou-Auckland (and return the same way). This time we've heard that from 13 Jan 2016 they may need a transit G type because some rules have changed. They don't leave the airport and the total duration of their transit in PRC is less than 24 hours. But in Urumqi the airline always takes them by bus to the closest hotel (which belongs to the airline) because the airport in Urumqi is closed at night and then transports them back by bus to the airport in the morning. We're really confused if they need a transit G type now with changed rules. Hope you can help. Thank you!

Ana, as far as I know, if the layover time in Urumqi is more than 2 hours, a transit G type is needed. So they should apply for a transit G type for the transit in Urumqi and Guangzhou.
