ghanaian living china on z visa but wanna get student's permit to study

Question

I'm a Ghanaian, can I apply for a Chinese student X type entry permit in the Philippines? I am currently working in PRC but will be studying from September. Is it ok to go to Philippines for x type application? I have all the legal documents from the University.

Steve, if you don’t have Philippines residence permit, I’m afraid you cannot get it from there and you should apply for it in your home country.Or you can try to convert your work Z type to student X type at the exit and entry administration of the local PSB. If it can be converted, you don’t need to leave PRC.
