Ghanaian in China with F Visa

I’m currently in China and sought to apply for a visa change at PSB but was asked to go to Hong Kong. Will it be possible to apply for a student visa in HK with my current passport and Chinese visa?

It's not guaranteed. In principle, one needs to apply for the student visa at the home country. Anyway, you may give it a try.
