As I know, books advocating Confucianism were burnt and Confucian scholars were buried alive.
Before the establishment of this state, Confucianism was respected by most scholars. But the new policies implemented by government were conflicted to this school so that triggered massively objection. Qin was a state that advocated force. In order to consolidate the sovereign, emperor ordered to solve the problem in this cruel way.
