About:China Visa Exemption

My significant other is volunteering in Asia and had a layover in Beijing and Shanghai

The layover was more than 24 hours and when trying to catch a flight was detained at immigration in Shanghai and threatened with jail time and was required to pay a fine. Can this be contested?

Dear, as your partner stops over two Chinese cities, she/he is not eligible for the 72h free transit policy. In addition, the layover period is longer than 24 hours, which makes the person not eligible for 24-hour free transit either. Therefore, it's not strange that she/he was required to pay a fine.
