Inquiring about conference Visa

I am from Pakistan and studying in Korea. I want to go Beijing next month to attend an conference so i want to know can Pakistani apply for Chinese entry permit for first time travel to china.
because last year my friend applied it but PRC embassy rejected application and said that pakistani applicant should apply visa first time from Pakistan...
i want to know this is my first time to visit PRC. Can i get it to attend conference from Korea?
