About:China Student Visa

I have a niece who has been accepted

She is currently doing English as A Foreign Language in Zambia but she's from DRC. Can she be able to process her student VIsa in Zambia at the Chinese Ambassy or the DRC?She has been accepted at the University. Her is right at the boarder with Zambia

She can apply for it from the embassy of PRC in Zambia.
