Philippine passport holder traveling from Singapore to Jeju and will have a 3-hour transit in PVG

Philippine passport holder traveling from Singapore to Jeju and will have a 3-hour transit in Shanghai Airport. Is there still a transit visa needed, or just visa upon arrival?

The transit permit is not needed because the 24-hour direct transfer service is available to you.
