Under spouse reunion,the is requirement of 'proof of no criminal record',who should obtain this letter(the applicant or PRC official).

You should get it from the public security bureau at the area where you live in.

If you live in PRC for the past few years, you can get the non-criminal record at the local public security bureau in China.
