Malaysian PR applying for China Visa

My husband is a Malaysian PR holding a brown passport, can he get someone to apply for the PRC entry permit on his behalf from the PRC Embassy in Singapore? We are travelling to Nanning & Guilin, PRC this coming 18/5/16. How long is the processing time and the fee he has to paid?

Patricia, yes, he can entrust someone to apply it for him, but he needs to be in Singapore during the process. And I'm not sure whether he can get it from SG because he doesn't have a residence permit there.
Anyway, if he can apply form SG, after submiting the application form, it usually takes 4 working days for the process and costs SGD 60.
