About:Requirements for China Green Card (Permanent Residence Permit)

Can the PR use to apply for China passport?And how to apply for citizenship?

Since you have already obtained PR in PRC, it's possible to apply for citizenship. You can submit the following documents to the local exit and entry administration of Public Security Bureau.
1. an application form
2. a statement for giving up your prior nationality
3. a written application form
4. your passport
5. your permanent residence permit
6. relevant documents of proof
7. four half-length bare-headed photos
It seems that the application process is simple, but it's really hard to get PRC citizenship.

Yes, they are the same thing. It can be used for applying PRC passport.

It's not stipulated. It mainly depends on your social status, financial standing, education background, etc.
