I am an American citizen living abroad and have filled out the tourist visa application.

Where do I send the application and how do I pay? Who is the CVASC for American citizens in Japan?

Dom, there is no CVASC in Japan. So you should submit your application to the embassy or consulate of PRC in Japan to apply for it.
When you collect your passport, you pay for the tourist L type in cash.
