You can do plank walk at any time of the day as long as the weather is ok. As for the cloud sea, it depends on the weather condition on the day you visit. Normally, the cloud sea can be easily seen after the rain in the morning or evening.

thanks denise , could you elaborate on weather being ok? also the question was more at are there times when crowds are too much & best times to avoid them . How does one manage the sction where there is only rock cut & no planks when there is two way traffic

If the weather is bad like rain or snow or big wind, the plank walk may be temporarily closed. It is hard to say when is the best time to avoid the crowds. Maybe morning is better. Just have fun!
